Juan Pablo Murra Lascurain is the Rector for Higher Education at Tecnológico de Monterrey and a professor of leadership, family business and corporate governance. He is passionate about education, leadership and transformation.
Juan Pablo has held several roles at the institution since joining in 2011. As Vice President for Development & External Affairs, he led institutional outreach and was responsible for strengthening the engagement with the worldwide EXATEC alumni community and for initiatives to enhance major giving and philanthropy. In addition, he led the creation of a social impact department at the university, designed to deepen collaboration with industry, government, organizations, and institutions in supporting disadvantaged communities, and enhance the university's agency in building a more just, inclusive, responsible and sustainable Mexico.
As Vice President for Planning and Transformation, he led the integration and implementation of the 2020 Strategic Plan and the organizational redesign and transformation strategy that catalyzed several critical education innovation initiatives. These included the academic restructuring of the university across six schools, the introduction of the Tec21 Educational Model, a comprehensive faculty development program, and a new student enrolment and scholarship model. In addition, he championed the creation of the Eugenio Garza Lagüera Entrepreneurship Institute, the development of TecLabs and the Novus initiative, and institutional partnerships with online education platforms edX and Coursera, among others.
As Dean of the Business School, he led a community of almost 20,000 students and 1,000 full-time and adjunct faculty and transformed the academic organization of the undergraduate school across 25 campus in Mexico, leading the curricular redesign and implementation of the Tec21 Model. He championed the creation of the Institute of Enterprising Families at the School in 2019, and seeded the development of its Conscious Enterprise Center, formally inaugurated in 2021. In addition, he supported the leading team in charge of positioning the graduate EGADE Business School as the leading global-Latin American business institution.
He served as Secretary of the Board of Trustees of Tecnológico de Monterrey from February 2012 to February 2020, during which time he also implemented the transformation of institutional governance organs and processes.
Juan Pablo is particularly focused on promoting strategic innovation, talent attraction, the integration of high-impact teams, and on building an organizational culture and experience that reflects the principles and values of Tecnológico de Monterrey to serve its 2030 Vision: leadership, innovation and entrepreneurship for human flourishing.
Before joining Tecnológico de Monterrey, Juan Pablo worked at McKinsey & Company for over a decade. He advised a global portfolio of public, private, and non-profit clients in Mexico, the United States, Russia, Colombia, and Brazil, leading projects in the financial, energy, consumer goods, retail, education, and philanthropy sectors.
He serves as President of the FIMPES Board of Directors, and as a Board member of the Civic Council of Institutions of Nuevo León (Consejo Cívico de Instituciones de Nuevo León) and the Eugenio Garza Lagüera Entrepreneurship Institute at Tecnológico de Monterrey.
Juan Pablo holds a bachelor's degree in Industrial Engineering from Tecnológico de Monterrey and holds an MBA from NYU Stern School of Business.

Edna Jaime Treviño
Dean of the School of Social Science and Government
Edna Jaime serves as Dean of the School of Social Science and Government at Tecnológico de Monterrey, one of the most prestigious universities in Mexico and Latin America.
Until July 2023, she served as the director of Mexico Evalúa, a prominent public policy think-thank focused on improving government accountability through comprehensive analysis and practical recommendations.
With a thirty-year career, her expertise covers various aspects of public policy, including design, analysis, and evaluation, as well as building partnerships across public, private, social and academic sectors. Her primary focus areas have been the rule of law, justice, public safety, and transparency, earning her recognition as a trusted source for policy analysis by major media outlets in Mexico and internationally.
Her leadership journey began in 2002 when she took on the role of General Director at CIDAC, where she revamped research, increased visibility, and formed strategic alliances. In 2009, she founded Mexico Evalúa, which has grown into one of North America’s most influential think tanks.
In 2015, she played a pivotal role in designing Mexico’s National Anticorruption System and led the selection process for its Citizen Participation Committee. In 2018, she became a member of the Executive Committee of the Paris Peace Forum, receiving recognition from the French government for her contributions to global development.
In addition to her roles, she holds positions as a Global Fellow at the Wilson Center and as an Associate at the Mexican Council of International Affairs (COMEXI).
Feniosky Peña-Mora
Dean of the School of Engineering and Sciences
Dr. Peña-Mora is the Executive Director of the Center for Buildings, Infrastructure and Public Spaces at Columbia University in New York, United States. From 2014 to 2017, he was the Commissioner of the New York City Department of Design and Construction. He has been responsible for more than 1,200 projects valued over USD $15 billion. He previously served as Dean of the School of Engineering and Applied Sciences at Columbia University from 2009 to 2012. He was on the faculty at the University of Illinois at Urbana-Champaign for six years, where he was Associate Provost, Edward William and Jane Marr Gutgsell Endowed Professor in the Department of Civil and Environmental Engineering, affiliated with the National Center for Supercomputing Applications, and a faculty member of the Beckman Institute.
He has previously served on the faculty of the Department of Civil and Environmental Engineering at the Massachusetts Institute of Technology (MIT), and has been a Distinguished Visiting Fellow of the Royal Academy of Engineering in the United Kingdom, at the University of Cambridge, the University of Salford and the University of Manchester; as well as a visiting professor at Loughborough University in Great Britain, at Ecole Polytechnique Fédérale de Lausanne in Switzerland and at Tsinghua University in China. He is also a leader on topics such as Change Management, Conflict Resolution, Sustainable Construction and Process Integration during the design and development of large-scale civil engineering systems. He is and author or co-author of more than 230 academic publications and holds six patents. He has earned an international reputation for his innovations in education, research, and engineering, being recognized with the Presidential Early Career Award for Scientists and Engineers (PECASE), the National Science Foundation CAREER Award, the qualification of Fellow of the Chartered Institute of Buildings (CIOB) of the UK, the Election as Member of the Dominican Republic Academy of Sciences, and the United States National Academy of Construction, as well as numerous awards from the American Society of Civil Engineers.
Peña-Mora holds a Bachelor degree in Civil Engineering Sciences, Magna Cum Laude from the Universidad Nacional Pedro Hernández Ureña in the Dominican Republic, a Master Degree in Civil Engineering Sciences and a PhD in Civil Engineering Systems Science, both from MIT.
He is from the Dominican Republic. He is married to Minosca Alcántara and they have 3 children who followed in his footsteps as engineers.
Feniosky Peña-Mora joins Tecnológico de Monterrey as Dean of the School of Engineering and Sciences on July 1, 2023.
Judith Ruiz-Godoy Rivera
Dean of the School of Humanities and Education
She has a PhD in Humanistic Studies with a specialization in applied ethics from the Tecnológico de Monterrey, a Master’s in Modern Literature from the Universidad Iberoamericana and a BA in International Relations from the Tecnológico de Monterrey.
She has been employed at the Tecnológico de Monterrey since 1998. She has been the division director, director of a regional department, and regional dean of the School of Humanities and Education. She is currently a member of the SNI, National System of Researchers since 2015.
She began her career at the United Nations Environment Program. She has worked and studied at the University of British Columbia in Canada, the University of Lleida in Spain, the Interamerican University, and the National Autonomous University of Mexico. She’s got more than 25 publications including chapters of books, and articles in both national and international refereed journals.
At the Tecnológico de Monterrey, she has received numerous awards and recognitions such as the Torre de la Excelencia, the Borrego de Oro and Profesores que Dejan Huella.
Julio Noriega Velasco
Interim Dean of the Engineering and Sciences School
Julio holds a degree in Computer Systems Engineering and an MBA from Tecnológico de Monterrey, also a Ph.D. from the School of Engineering at the University of Waterloo, Ontario, Canada.
For 35 years, he has held several roles in the Institution as professor, Regional Dean, Division Director, Director of the Information Technologies School, Director of Campus Cuernavaca and Campus Hidalgo, PrepaTec Director in Campus Querétaro, and Visiting Professor at the University of Waterloo. He serves as Vice President of Research and Development of the National Chamber of the Electronics Industry of Telecommunications and Information Technology (CANIETI). In Querétaro, he participates as a member of the TD2035 Board of Directors, a Digital Transformation Initiative, and in the Circular Economy Council. He served as Vice President of Human Capital of the Software Council of Nuevo León (CSOFTMTY).
Luis Alonso Herrera Montalvo
Dean of the School of Medicine and Health Sciences
Since 2019 and until recent days, Luis Herrera was General Director of the National Institute of Genomic Medicine of the Ministry of Health. His research has focused on the area of carcinogenesis; mainly on the relationship between chromosomal instability and different tumors that evolve in humans. Since 2001 he has been a researcher at the UNAM Biomedical Research Institute. In 2003, he joined the National Cancer Institute (INCan) as Deputy Director of Basic Research, where his work in the consolidation of research policies stands out. Subsequently, for 10 years he was the head of the Research Directorate of INCan, from where he managed the Clinic of Hereditary Cancer, the Prevention Research Center, as well as the Prevention Clinics in Torreon, Monterrey, and Puebla. Founded, and coordinated the installation, development, and operation of the College Mexican for Cancer Research. He has been a professor in the Doctoral programs in Biomedical Sciences; Master's and Doctorate in Medical, Dental, and Health Sciences, as well as in the Faculties of Sciences and Medicine of the UNAM.
He has a doctorate in Biomedical Sciences from the National Autonomous University of Mexico and is a Biologist from the same university. Later, he did a post-doctorate in the Department of Infectious Diseases of the School of Medicine, at Stanford University, United States. Among the distinctions he has been awarded are: the National University Distinction for Young University Students in the area of Research in Natural Sciences, the recognition of the "Alfonso Caso" Medal as a National Researcher Level III, the "Alfonso Caso" Medal as a National Researcher Level III, the "Alfonso Caso" Medal as a National Researcher Level III, and the "Alfonso Caso" Medal as a National Researcher Level III. He is a member of the Mexican Academy of Sciences, a Full Member of the National Academy of Medicine, Member of the American Association for Cancer Research and the American Society of Clinical Oncology.
Luis Raúl Domínguez
Dean of Student Leadership and Development
Domínguez Blanco is the Dean of Student Leadership and Development. With 20 years of experience at Tec of Monterrey, he has performed as Director of the International Commerce major in the Chihuahua campus, Academic Director of the North Rectory, Academic Director of the North, South and West Rectory, Academic Director of Tec’s Rectory, Director General of the Cuernavaca campus, Director General of the Chihuahua campus, and Vice-Rector of Academic Normativity of Tec.
Domínguez Blanco is a professor of the International Business department. He’s a graduate student of International Business from Tec of Monterrey, obtained an MBA from Angelo State University and a PhD in International Business from Deusto Business School.
María Elena Vázquez
Dean of the Business School
Since 2017 she has served as Regional Dean of the Business School for Tecnológico of Monterrey.
With extensive experience of 35 years at Tec, she has held management positions in Effectiveness and National Planning, Special Projects for North and Pacific, Center for Strategic Studies (Retailing) and Management of the School of Business and Humanities.
She's passionate about consulting.
He combines her role with advice on strategic projects related to retail, marketing, service management, quality management and strategy in companies such as Ford México, Ciba - Geigy, Cruz Roja Guadalajara, Soriana, Farmacias Guadalajara, Cervecería Cuauhtémoc Moctezuma, Nutrisa and others.
She has been a visiting professor in the United States, Ecuador, Colombia and France, and her research has been published in journal of Business Research, Journal of Shopping Center Research and Managing Service Quality.
Roberto Íñiguez
Dean of Architecture, Art and Design
Íñiguez has a PhD in Design, Fabrication and Management of Industrial Projects from the Polytechnic University of Valencia, Spain; Master in Management, Design and Development of New Products by the same university, and graduate of Industrial Design by the University of Guadalajara, Mexico.
He has been a designer for 20 years, with experience in furniture and illumination, point of sale, consumer and mobility products, consultant in the development of design insertion strategies for the industry and innovation methodologies for companies, and collaborator with the agency Design Innovation with venues in Italy, Spain, Korea, Chile and Mexico.
He is a professor at and founder of the Industrial Design major at the Guadalajara campus, and has occupied diverse directive charges in the same campus.
Ignacio de la Vega
Associate Provost for Academic Affairs, Faculty & Internationalization
Ignacio de la Vega has an outstanding career as an entrepreneur in the academic, financial, and governmental fields.
Before joining Tec of Monterrey, he was the general director of Babson Global, an organization that integrates the Global Centers of Entrepreneurial Leadership of Babson College, for which he developed innovative collaborative research programs and initiatives with an entrepreneurial focus.
De la Vega participated in the launch of Prince Mohammad Bin Salman College (MSBC), in Saudi Arabia, in collaboration with Babson College, Emaar Group, Lockheed Martin, and crown prince Mohamed Bin Salman. Previous to this he was the global Chief Learning Officer of BBVA, where he worked with the president, the CEO, and the Executive Committee of the Group to transform their corporate training model.
De la Vega served as president of the Global Entrepreneurship Monitor (GEM), an international observatory that studies entrepreneurial activities across the world, that works with more than 450 researchers and collaborators in more than 90 countries. During 20 years he was a professor, researcher and director in the IE Business School, an institution where he also served as the director of the International Center for Entrepreneurship and Development Business Projects.
In the past years he has been an active entrepreneur and investor in different start-ups and SMEs.
Joaquín Guerra
Vice-Rector for Academic Affairs and Innovational Education
Graduate of Tec Campus Laguna, Guerra has a Master’s Degree in Sciences in Computational Engineering from Wisconsin-Milwaukee University.
He is a doctor in Education with specialization in Leadership for Higher Education of the Walden University-Minneapolis. In his professional trajectory of 21 years in our institution, Joaquín has performed as a professor, department director, director general of Aguascalientes and Chihuahua campuses, director of Consulting and Continuing Education in Laguna, Saltillo and Aguascalientes campuses, and Associate Vice-Rector of Internationalization.
Jorge Blando
Vice-Rector for Continuing Education
Blando is a Mechanical Engineer Administrator and Master in Administration from Tec of Monterrey, who has been collaborating with Tec’s community for 26 years by generating economic resources under the Sorteos Tec campaign, and engaging with the transformation of lives in our institution. He was Director General of Sorteos Tec from 2003 to 2017. He is a founding leader of the Grupo de Sorteos Universitarios that groups 13 institutions of Higher Education that organize raffles to support their ends. Additionally, since 2015 he has led value generating entities, Nic México and the Educational Inversion Plan. Since September 2017 he has collaborated as Vice-Rector of Continuous Education.
José Manuel Páez
Vice-Rector for Internationalization
Páez is a doctor and master in Telecommunications Engineering by the Universidad Politécnica de Madrid (UPM).
He was a professor in the Engineering School of Telecommunications in the UPM. Páez has been the director of the UPM for North America with headquarters in Boston, delegate of the president of the UPM in the Real Colegio Complutense on Harvard University, Vice-Rector of International Relations of the UPM, Dean of the Engineering School of Telecommunications and Vice-Dean of Research and PhD of the same school.
He has been a visiting professor in Berkeley, Sao Paulo and Harvard. He has visited more than 90 countries performing his academic role. He is the author of more than 100 publications and international conferences.
Rafaela Diegoli
Academic Vice-Rector
Dr. Diegoli is accountable for the academic management of undergraduate programs and the development of the Tec21 Educational Model. Prior to this responsibility, she served as dean of the Business School for the Central-Southern region.
She has a degree in Communication, with a minor in Advertising and Publicity from the Regional University of Blumenau. Dr. Diegoli obtained a DAAD scholarship to study a master's degree in Small Enterprises Promotion and Training (SEPT) at the University of Leipzig, and has a PhD in Business and Management from the University of Cantabria. She has more than 20 years of experience in entrepreneurship and innovation promotion, especially through educational processes and the generation of entrepreneurial ecosystems. Rafaela Diegoli joined Tecnológico de Monterrey in 2009 and has recently participated in various academic initiatives such as the design of the 2019 study plans for the Business School.
Raquel Minerva Castaño González
Vice-rector of Faculty Development
Raquel Castaño is the Vice-rector for Faculty Development at Tecnológico de Monterrey. She held the positions of Associate Dean for Faculty in the Business School, Director of EGADE Business School, Academic Director and Director of the Master in Marketing Program in the same institution.
She obtained her Ph.D. degree and a master's degree in Management from Tulane University. She also obtained a master's degree in Business Administration and another one in Marketing from EGADE Business School.
Served as the leader of the Research Group: Consumer Behavior at Tecnológico de Monterrey. Her research focuses on consumer behavior and well-being. She has authored articles in the Journal of Marketing Research, Journal of Consumer Psychology, and Marketing Letters, among others.
She has been a professor at Tecnológico de Monterrey since 1987. Currently she is a member of the Conacyt National Research System (SNI II). Previously, she worked in the Marketing Department of PepsiCo holding different leadership positions.
Santiago Kraiselburd
Vice-Rector of Research and Director of Operations
Santiago has more than 20 years of experience as a consultant, entrepreneur and employee of several companies, including Vaxinz, Asclepii and Southerly Pharma, which he co-founded and held various roles as CEO, President and CFO. He served as Senior Practice Expert with an Associate Partner rank in McKinsey & Company; as Regional Hub Director in KPMG; as Regional Vice-president in Citibank where he was responsible for a line of business in 11 countries; and senior consultant in Arthur Andersen attending multiple sectors in Argentina, Brazil, Chile, Spain, United States, Mexico and Panama.
Kraiselburd is a professor at INCAE Business School in Costa Rica, where he served as Director of Research; at Universidad Torcuato di Tella in Argentina; at MIT Zaragoza in Spain, where he served as Executive Dicector; at IE Business School in Spain, University of Toronto in Canada, University of St. Gallen in Switzerland, among others. He has published in several top journals, such as MSOM, POM y JOM, all three of which are considered Top 1%.
He holds a PhD in Business Administration from Harvard Business School, an MBA and Master’s degree in Industrial Engineering from the University of Southern California, and a bachelor's degree in Electronics Engineering from Universidad Nacional de La Plata in Argentina.
Jessica González de Cosio Contreras
Director of strategic planning and finance
She has a Master’s in finance from EGADE Business School, and B.S. in Industrial and Systems Engineering from Tecnológico de Monterrey. Professor of process redesign, project management, and financial evaluation of projects.
She was the Business Architect for the redesign of the Tec21 Model and served as Chief of Staff and Transformation Officer for the Dean of the Business School at the Tecnológico de Monterrey. Previously, she was also the financial analyst responsible for the financial planning and its health division (TecHealth). As the manager for the Digital Transformation and Strategic Initiatives for the Vice-presidency of Development, External Affairs and Alumni Relations, she was responsible for the design and launch of a digital platform of connection and engagement with the alumni community.
Prior to joining Tecnológico de Monterrey, she used to work as consultant at the new businesses development department at FEMSA Comercio (Oxxo). She is certified on Process Redesign by FCB Partners, as integrator by the Adizes Institute and as Foresight Practitioner by the Institute of the Future.
Jin Michael Fung
Executive Director of the Institute for the Future of Education
Jin Michael Fung is the Executive Director of the Institute for the Future of Education (IFE) at Tecnólogico de Monterrey, leading the University’s efforts to generate, transfer, and disseminate applicable knowledge about educational innovation, connecting and seeking disruptive global solutions for the future of higher education and lifelong learning.
Fung was formerly Deputy Chief Executive at SkillsFuture Singapore, where he led the development of a comprehensive education and training ecosystem under the national SkillsFuture movement, which has become a global benchmark and reference for workforce skills development and lifelong learning.
He is the founding President of the Higher Education Planning in Asia Association, an adjunct Senior Fellow at the Singapore University of Technology and Design, and serves on various global boards and committees. He is an alumnus of the University of Southern California and Carnegie Mellon University in the US, and Tsinghua University in China.
José Antonio Torre Medina
Director of the Center for the Future of Cities
As Urbanism and Operation’s Sustainability at Tec de Monterrey, José Antonio coordinated the urban transformation initiatives as DistritoTec and La Campana-Altamira in Monterrey and Distrito de Innovación Tlalpan in Mexico City. He is the secretary of the Metropolitan Coordination Committee and member of the Nuevo Leon Council for Strategic Planning.
For the last 10 years he has been dedicated to research, design and implement better ways of planning, manage and promote the role of the city as a sustainable platform for development. He served in the Federal Government from 2008 to 2013 as coordinator of advisors in ProMéxico, coordinator of advisors to the Secretary of Economy and Undersecretary of Competitiveness and Regulation in the same ministry.
José Antonio holds a bachelor’s degree in Industrial Engineering and Systems from Tecnológico de Monterrey and an MBA degree from Harvard University.
María Enriqueta Valle Pérez
Brand Director
She is responsible for the positioning and communications of the Tecnológico de Monterrey brands, including its National Schools, PrepaTec, and Postgraduate programs, as well as the Institutes. Prior to this responsibility, she was the director of marketing and communications for Tecmilenio.
She has an International Marketing degree and a Master in Business Administration from the University of Monterrey. She has over 14 years of experience in brand development, especially in massive consumption, product innovation, and audience intelligence. She worked for PepsiCo and Industrias AlEn, developing brands such as Gamesa, Chokis, Pinol, among others.
Moravia Isabel Garcia Alanis
Director of Finance and Administration for Higher Education
Moravia started to work at Tecnológico de Monterrey in 2004. Since then, she has been collaborating in the Administration and Finance areas. For almost 20 years, Moravia has focused on the development of economic models and business cases in multiple subjects and areas, in generating financial projections and budgets, and leading and implementing high-impact projects. In her most recent role, she served as Finance Manager for four of our National Schools.
Prior to joining Tec, she worked as a consultant for 6 years, first collaborating at Booz Allen & Hamilton and later at the Boston Consulting Group. During this period, she developed market entry and commercial strategies, and efficiency and operational improvement programs.
In 1994, she graduated as a Computer Systems Engineer from Tecnológico de Monterrey, Campus Monterrey. And in 2000, she obtained a Master's in Economics and Business Administration from IESE, University of Navarra, in Barcelona, Spain.
Originally from Barquisimeto, Venezuela, she has been living in Mexico for over 30 years. She has been married to Raymundo for 25 years and is the mother of María Fernanda. In her free time, she enjoys reading, going to the movies, and spending time with her family.
Rolando Kleen González
Director of Academic Talent
He has been building his expertise in Organizational Development and HR Management for over 20 years in such diverse Industries as Manufacturing, Entertainment and Academia.
He has been contributing as Talent and Experience Partner (TyE) in Tec de Monterrey since 2012, serving departments of Research, Postgraduate and Continuing Education, Internationalization, and Higher Education Schools. He currently leads the TyE function for the Dean of Higher Education.
Holds a degree in Communications from the University of Nuevo León and a Master’s in Organizational Development from the University of Monterrey.
Laurence Bertoux
Leader of the Platforms Initiative
An architect from the Paris Villemin School of Architecture, has a master's degree in architectural restoration and a doctorate in "City, Territory and Sustainable Development" from the University of Guadalajara.
As the leader of the Platforms Initiative, she is responsible for developing an ecosystem of platforms that connects us internally and relates externally for lifelong learning, entrepreneurship and solving the great challenges of humanity.
Her collaboration with the institution begins as a full-time teacher. As director of the architecture department, she has promoted several educational innovation projects (innovation, design and city laboratory, micro-credential project), has participated in the TEC 21 model pilots (week i, semester i) and as associate Academic Dean of the School of Architecture, Art and Design has participated in the design process of the new study plans, promoting, among other projects, the shared first year between schools (Creative Studies with the EHE, and Bluit Environment with the EIC). She has actively participated in different teams of the vice-rectories to face the Covid contingency, and is a member of the Equalitec committee (Institutional Plan for Gender Equity).
She has previously been a public officer for 5 years, (Technical Secretary of the Guadalajara Urban Planning Commission), and has had her own architectural office, designing and building commercial projects in Santiago de Chile and Mexico City.
She is French by origin, naturalized Mexican in 2003, and is the proud mother of two children, Emiliano, 21, and Antonia, 13.
